Hughes: "Ruiz, is there something on your mind?"
Ruiz: "I want to apply to transfer Jimmy over here. You know the situation I'm facing, we have too many gangs on this side, and it'd be more convenient to have him around."
Hughes: "Ruiz, I think you should know, after the last incident, many had their concerns, right?"
Ruiz nodded, and Hughes continued, "I can't place him on your side, it's too easy to lose control. Once an uncontrollable event occurs, it would be easy for others to exploit."
Ruiz was not content, "But with him here, he could definitely suppress a significant number of people, making them think twice and lay low."
Hughes shook his head: "I understand what you mean, but Jimmy is different from you and me. You've seen his psychological intervention report, haven't you? Often it's not a matter of whether he wants to hold back, but whether he might resort to excessive force. I placed him in the Homicide Team to prevent this kind of situation. Our department with the least cases is probably the Homicide Team, not even the bank robbery division would do."
Ruiz: "We can't restrict ourselves like that, dealing with the Mafia and gangs, our regular agents alone can't exert that kind of pressure. You know that ever since the last incident, I've had an easier time handling many cases, especially when they know I was at the scene as well."
Hughes nodded, "Of course, I know, but if something like that happens again, it would be easy to become a target. What if, and I mean what if, Jimmy gets transferred away directly? Or even worse, what if he gets fired? Or sued for excessive use of force?
Do you think I don't know which team is most suitable for Jimmy? I must protect him; he's a good seedling that shouldn't be crushed before he has a chance to grow."
Ruiz, gritting his teeth, sighed: "Damn OPR, it must be their doing."
Hughes immediately interrupted Ruiz, "Don't speculate like that; they also conduct investigations according to regulations. I will try to get Jimmy exposed to a wider variety of cases and people in hopes that he matures quickly. Ah, he's still too young."
Ruiz nodded, bid goodbye to Hughes, and left his office. He did not accomplish his goal, but at least he understood why Jimmy was being shuffled around; that was some consolation, though he couldn't share these details with Jimmy. Mulling over his own affairs, Ruiz returned to his office. It seemed that he would have to handle the T14 case himself, and if necessary, he would call in another surveillance team.
Returning to his desk, Jimmy was handed a case by Chris, "Jimmy, the case you wanted is here. This is an NYPD case in progress, and you can participate."
Jimmy looked puzzled: "What's going on? Why work with the NYPD on a case?"
Chris: "There's no serial homicide case for us right now. If you don't want to work with them, why don't you go learn from another team?"
Jimmy looked at Chris, whose face seemed to be hiding a smile. What did that expression mean? Was there a conspiracy, or did he just want to get rid of him for a while?
Jimmy: "I'll check out the case first."
In the Chelsea District of Midtown Manhattan, also known as Hell's Kitchen, a single mother named Heather lived alone with her 7-year-old daughter. She worked for a domestic service company. One morning a week ago, after leaving home to drop her daughter off at school, she did not return in the afternoon to pick her up. The schoolteacher, unable to contact her, called the police, hoping they would check Heather's home.
However, when the Patrol Officer arrived at Heather's basement apartment, there was no one home. After knocking without response, the officer reported the situation and eventually decided to kick down the door to check inside. But the situation in the home indicated Heather had not returned.
From that point, Heather's disappearance became an official case. The police investigated Heather's family situation. Unfortunately, she had no registered relatives, only a 7-year-old daughter with an unknown father. According to Heather's records, the police reached out to her domestic service company to check if she was working that day or had been assigned to other jobs.
After dropping her daughter off at school in the morning, Heather arrived at the company. She had a driver's license and drove one of the company's vans with two colleagues to a client's house for cleaning, needing more cleaners because of a party the night before.
After the cleaning, Heather drove back to the company and then left but never returned.
The NYPD reviewed the road surveillance footage next to the company but failed to discover where she vanished. The NYPD had conducted several searches of the area, but with no significant findings. Heather disappeared as if she vanished into thin air.
Jimmy looked up at Chris: "This is a typical missing person case. Why is it with our Homicide Team?"
Chris: "Now that we don't have any cases here, you can go check out the scene of this case, think of it as training. See if you can find any clues."
Jimmy looked down at the case file with a sense of dread, not knowing why, but he always felt that Chris was a bit off. Even if we don't have a homicide case, surely we can find a similar case to work on, right? This type of disappearance case has already been checked by the NYPD a few times, where could he possibly find new leads?
He put the case on the table and gave up, not really believing that he could find any clues that other officers hadn't after several sweeps of the scene. Chris didn't specify that he had to tackle this case anyway, so he might as well look into something else first.
"Ding-a-ling" Chris's phone rang, and after he answered the call, he summoned Jimmy to Hughes's office.
Hughes looked at them and asked Chris, "Chris, do you have any urgent cases on hand recently?"
Chris shook his head, "No urgent cases, do you have any cases here that need handling?"
Hughes: "Yes, the DC headquarters received a request for assistance from the Special Service Bureau. The Vice President is hosting a banquet in Chicago in a few days, and someone has attempted to plot an attack against the Vice President. They have already contacted the Chicago office. If you don't have any urgent cases, Jimmy, would you be interested in collaborating with the Special Service Bureau again?"
Jimmy blinked, wondering where he had slipped up. Or was it that FBI's DC headquarters received some information? Why him?
Jimmy asked, "Haven't they already contacted the Chicago office? Why do they still need our support?"
Hughes shook his head, "I fought for this opportunity for you. Being exposed to different aspects of the job is beneficial for you. What do you think? Do you want to go?"
Jimmy immediately stood at attention, "I will follow the leadership's arrangements."
Hughes: "Good, go back and pack up, report to the Chicago office tomorrow, and work in conjunction with the Secret Service's arrangements."
Jimmy: "Okay, are there any other arrangements?"
Hughes: "That's all, you can go. Chris, wait a moment."
Jimmy turned and left Hughes's office. Hughes gestured for Chris to come to the window and asked softly, "What do you think of Jimmy?"
Chris: "What about it? You're not planning to transfer him again, are you?"
Hughes: "I know that you don't have any cases right now, and it's fine for someone like him to be idle for a few days, but it definitely won't work for a longer period, it's easy to waste someone that way."
Chris: "You really do care, huh? Do you think that highly of him?"
Hughes: "Yes, haven't you noticed he resembles someone?"
Chris: "Are you talking about Peter?"
Hughes nodded, "Yes, besides being more violent than Peter. Just like Peter back in his day, young and full of passion, principled yet flexible, gets along with anyone, and has exceptional case-solving skills. If it weren't for my insistence, Dallas's Lambert wouldn't even want to return him to me, that kid, just a short month and he had already spotted his characteristics."
Chris: "But he's not likely to rise to a high position. Hughes, don't you think you're looking too far ahead?"
Hughes: "Who can predict the future? By then, it will no longer be our concern."
