Chapter 345: 300 Investigation and Inquiry_3


Hughes began introducing everyone, "Queens Special Agent Ryan Phillips, responsible for the investigation of this MS13 bar shooting; OPR's Agent Garrett Fuller, Federal Prosecutor Richard."

Hughes only introduced three people; there was another man dressed in camouflage who wasn't introduced and, seeing how he was seated at the very edge, he seemed to be just observing.

Agent Ryan started by presenting the details of the case and produced the testimonies of the three kidnapped surveillance team members. This provided a basic briefing on the case, after which the inquiry moved on to the reasons behind Jimmy's shooting.

Jimmy, "After I accompanied Ruiz into the bar and met with the leader of MS13, Panther, Ruiz entered a private room alone, with three people inside. As I waited, I heard a muffled gunshot. With three people inside the room, the shot definitely wasn't fired by Ruiz, so I was extremely worried about his safety."

"After entering the bar, I had observed the surroundings, and after killing several people, I entered the private room to find Ruiz with a gunshot wound to his abdomen, collapsed on the floor."

OPR's Agent Garrett Fuller then asked, "Why didn't you confirm the situation first instead of choosing to open fire directly?"

Looking at Garrett, Jimmy replied, "In that situation, I had no way to normally enter the room to check. Two men guarded the door, both armed, and that room was well soundproofed. Based on the gunshot, it was uncertain whether those inside could even hear me shout, let alone if Ruiz had the chance to respond."

"The situation at the scene was highly sensitive, any action I took could have drawn the attention of the two guards at the door, and they may have threatened me with their guns. I could only choose the safest course of action."

Garrett, "That is merely your speculation, not a justification for killing two people."

Jimmy, "Sorry, but as an agent on the scene, I had to make the best judgment I could at the time. I had to consider not just Ruiz's safety but my own as well. Faced with two armed gang members, I couldn't afford to give up my greatest advantage and put myself in danger."

At this point, Prosecutor Richard intervened, "How do you determine that the disappearance of the surveillance personnel was the work of MS13?"

After Prosecutor Richard spoke, Garrett fell silent. Jimmy, addressing Prosecutor Richard, said, "I received a call from Ruiz at the office. When I arrived at the scene, he told me that he had previously arranged a surveillance team to monitor MS13, and about half an hour before he notified me, he was unable to contact the surveillance group."

"This block is MS13 territory. Here, the only people capable of kidnapping the surveillance team without triggering an alert must be from MS13. Members of other gangs, even if capable, wouldn't be able to carry out such an act in their area."

Richard, "What's your relationship with Ruiz?"

Jimmy, "In July, I was transferred to Ruiz's team as an intern. After some incidents, I was seconded elsewhere and left Ruiz's team."

Richard looked at Hughes, who nodded, then back to Jimmy, "Why did Ruiz ask you to a meeting of such danger without seeking anyone else?"

Jimmy glanced at Hughes, "May I say?" After Hughes nodded, Jimmy turned to Richard, "I had previously been involved in a case that Ruiz was pursuing, where I ended up killing several people from the Southern Dixie family. Perhaps Ruiz was aware that I'm fairly skilled in combat, which is why he called me for backup."

After Jimmy finished, Hughes added, "Richard, regarding Jimmy's abilities, I can speak to you privately later; no need to worry about that now."

Richard nodded, concluding his questioning.

Hughes, "Jimmy, go wait outside. Leave the gun on the table."

Jimmy nodded and left, while Ryan moved from the conference table to the spot where Jimmy had been, handing over the two guns to Hughes.

Hughes, "You've previously watched the case video, and Ryan has explained the footage. These two guns are the ones he used on the scene. Jerry, check them."

Hughes passed the guns to the silent man in camouflage next to him. The man took the guns, removed the bullets, and inspected both guns, "No issues, they are stock, unmodified, and the ammunition is standard.

"The wear on the rifling of this revolver suggests it has fired at least 2,000-2,500 rounds; the rifling has worn down significantly, indicating that this is his usual weapon."

Hughes, "Are there any other questions?"

Garrett, "I suggest he undergoes a psychological evaluation. From the conversation just now, he doesn't seem to feel anything is amiss. Did you notice that?"

Hughes, "I'll arrange it. Anything else?" Hughes looked around, no one had anything further to say, "Then this inquiry is concluded."

Hughes, carrying Jimmy's gun, left the conference room, found Jimmy in the corridor, and handed it back to him, "You can go home and wait for news."

Jimmy nodded, secured the gun, and went downstairs to leave the office. The inquiry was over, and it was an opportune time for Jimmy to take a taxi to the hospital to see Ruiz; he hadn't visited him since the shooting, mainly to avoid suspicion of collusion.

After buying a bouquet from a flower shop near the hospital, Jimmy went empty-handed to the hospital. Ruiz had been shot once, but timely medical treatment meant it wasn't a big deal, at least far less serious than for those Jimmy had shot.

After a brief chat, Jimmy got up to leave, advising Ruiz to continue recuperating. Being shot, Ruiz needed a good amount of rest.

(This chapter mainly explains the simplified Mozambique Drill I used in the previous chapter - a good way to fill in the word count. I initially hadn't planned to write about the inquiry, as it's too dull. Even in movies and TV shows, such questionings are typically over with just a few lines before simply jumping to the results, so I will try to avoid these types of scenes in the future.)
