As we started to finalize the overhaul of Zeb's position, he brought up a decent point. The various jobs that I'd created between various facilities and things like city hall and the academy aren't really directly overseen. I've pretty much left them to their own devices. Now, for some of them, the oversight actually comes from the rest of the economy. For example, if the facility that makes iron from basalt stops producing quality materials, the other facilities using that iron will notice, so the web of connected processes keep each other in line.
However, for things like city hall and the academy, we don't have those natural rails. So, Zeb convinced me that we should evaluate all the things I'd set up, and begin adjusting them similar to how we just adjusted his portion of management. There are a lot of different industries and public sector jobs I've set up over time, so we took quite a while sorting through everything, twelve days in total.
What we decided was that I need to take some time to appoint someone to act as a minister handling public sector affairs. While we haven't consulted with Zaka on the matter, there are a few responsibilities that he's had that we feel should also get wrapped up into this position. The general idea is that Zaka's position should be that of a sole executive. That means he has final say on the direction of the country. He's isn't a micromanager, and we've already been leaving final decisions up to him. In essence, we're making him king.
In practice though, we want to remove a lot of his overwhelming daily responsibilities. Right now, he still chooses to personally mediate squabbles between citizens, oversee the military's function, summon new demons, and carry all the weight of the major decisions of the country.
Our discussion had completely derailed from the initial goal of restructuring just my portion of things down to a complete restructuring of our government. That was fine though. Doing a complete restructure is probably healthy, since we've moved into a population in the thousands. If we're smart about how we structure things, we can make our next form of government stable for decades without much adjustment.
I did have to explain to Zeb that expecting anything we develop now to be permanent would be a fool's errand, however. Basically, if you over-engineer the government to handle something larger than it needs to be in preparation for a much larger nation, you create a lot of waste jobs. Beyond certain sizes, you have to do fundamental restructuring for things to work. At first he was skeptical, but it was easy to show that if we tried to apply even our current governmental system where just Zeb, Zaka, and myself share power over different industries to the way the original goblin village was governed directly under Zaka's authority, we'd never have enough labor to actually complete anything. A lot of time would have been wasted getting approvals for things, and going through an intermediary just to get demons to help work on jobs would have meant one less person working from our slim numbers.
After all that, we decided to rename Zeb's future position from minister of the economy, since many other parts of our country would be considered economic. He is managing the economic portions of the public sector, but those aren't really the same thing. Instead, minister of development seems more appropriate for his role of overseeing both public and industrial construction projects, as well as mining. Since these sections of the economy are all linked by the need for stoneshaping demons, we've elected to keep them regulated by one body, since prioritization of who goes where is important.
We laid out the power structure for a handful of other positions to go alongside his own. The minister of justice will oversee a new court system for handling disputes between individuals. While the minister oversees the positions, Zaka will directly appoint them, and we've laid out an appeals system for people to appeal decisions up the chain, with Zaka ultimately having a final say in disputes. There are a few other rules we laid out about how appeals should work and so on, but for the most part, we're leaving it up to Zaka and whoever he chooses as a minister to determine the function. They can ignore how we've laid it out if they want.

The next minister is the minister of aquatic resources, who oversees fishing, float vine harvesting, and any other ocean related resource harvesting like giant clam shells. Given that the majority of the work that this position oversees is actually our commercialized fishing industry, we've opted to make this a position that is elected every 2 years among the fisherman themselves. They obviously still have to answer to Zaka, and as an extent, the rest of the government, but considering the fishing industry has been independent for some time, it seemed like a good idea to allow it to remain independent, but with some amount of new oversight on it. After all, we have recently started utilizing the glycerin made from fish fats for military purposes, so we do need someone who is in the know on the matter.
Next is the minister of administration, which essentially oversees the main bureaucracy of city hall, along with future communications between the various departments we're establishing. There already is a decent amount of bureaucratic work going on at city hall, so consolidating this under a new minister position who can then relay information directly in meetings is important.
We've laid out plans for a minister of terrestrial resources, which would be in charge of the forest management demons, handling water resources, managing the eagles, and cataloguing potential resources around the island, like sulfur deposits. It's comparable to the minister of aquatic resources, but instead of being elected, it's appointed.
Our second, and last, elected position goes to minister of industrial oversight. There will be some amount of change in how all the various industries around the island operate. Each industrial facility will have someone who is designated as a foreman to manage it directly. Some already have a few people who function as foremen, but this will specifically be a singular position for each building that functions as direct oversight. The foremen then each get a vote to elect a minister from among them, with the elected individual appointing a temporary replacement for themselves while they serve the duty of the office. For now, this will also be a two year position.
The next position will be minister of information resources. This minister will oversee the military research facility, academy, and the various research and knowledge documents we collect that go into our impromptu archive. Their job isn't developing new information, but rather managing the resources we already have.
We'll also split up the direct oversight of our three military branches into their own ministries. The minister of the army, the minister of the navy, and the minister of the guards. Each will directly oversee their branch, rather than having Zaka oversee each himself. With all three branches growing at different rates, and with their own needs, it's best to allow them to address their own needs at their own pace, rather than having one person overseeing all of them.
I'm being assigned the position of minister of technological development, which basically just means I keep doing what I've been doing, which is developing new technologies and industries. Zeb and I had a long discussion, however, about the fact we don't have anyone else currently befitting of a position for minister of foreign relations. Until now, I've largely been acting as our foreign relations department, though when foreigners come here, Zaka is largely the one handling them.
Long term, that will need to change. In the long term, we should have diplomats assigned to each country with a minister of foreign affairs overseeing them, just like how many different nations have assigned diplomats to us. For the time being, we can keep the status quo, since others are familiar with dealing with us in this manner. However, I should start training a successor to function as our diplomat with the dwarves after the war is done.
All of these changes will also need Zaka's approval as well, especially since we're elevating him to the position of a king. Each minister will be in charge of managing their own department, and more ministers can be added if certain departments grow too large, or we open up large enough new sections of the economy. This should let certain sections of the economy advocate for their own needs, and have a good line of communication to address those needs. We can also hold meetings semi-regularly to discuss matters as a whole. In all, while the administrative burden will increase for our government, I hope that it will also allow us to have a better grasp of our capabilities and needs as a society.
