For a thousand years, there had been no oversight, and no one capable of overseeing it. If sin had a color, the Dawn Disc would have long been dyed black.
The Truth Disc itself existed to bring judgment upon the Dawn Disc. And the Judge Sequence, much like the Devourer threatened the Doomsday Disc, meant the Judge could also threaten the Dawn Disc.
