Chapter 177: The Only Choice


This winter, the Dragon Ship entered the newly constructed port of Wanling City.

"This is Wanling City."

The West Sea Dragon King stood on the Dragon Ship, gazing at the enormous city ahead.

Wanling City sprawled upwards from the port, glistening under the bright sunshine.

The sunlight shone on the red bricks, green tiles, and the brightly colored eaves of the buildings, evoking a sense of admiration in the Dragon King's heart.

"Indeed, it's a majestic sight."

The city's population had already surpassed six hundred thousand, and after years of expansion, it was now no smaller than any other country's Royal City.

As a newcomer to Wanling City, the West Sea Dragon King was eager to explore.

However, he was here on official business to report on the rainfall to Sun Wukong, so he had to put his curiosity aside and head straight to Wanling Hall.

At Wanling Hall, the Immortal Officials told him that Sun Wukong was preoccupied with important matters and could not meet guests.

"Please come again tomorrow, Dragon King."

They said so to the Dragon King.

The Dragon King was surprised, as the Great Saint was famously hospitable and seldom made visitors wait so long, let alone a whole day.

"What has happened?"

He asked out of curiosity.

"Miss Ao Luan is ill."

The Immortal Officials answered.

The West Sea Dragon King was shocked.

Ao Luan, being an enlightened fairy, how could she fall ill?

"There was some mistake during her cultivation."

The Immortal Officials added.

The West Sea Dragon King then understood.

"Then I will take a tour around Wanling City first."

The Dragon King bid farewell with a bow, and just as he was about to turn around, he asked, "Excuse me, Immortals, where can I find the Bull Demon King's Ramen, the one they say you haven't really been to Wanling City until you've tried?"

The fame of the Bull Demon King had already reached the West Sea Dragon Palace.

In Wanling Hall, after Lord Lao Zi of the Great Monad administered a medicine pill to Ao Luan, she fell into a deep sleep.

"How is the situation?"

Sun Wukong asked.

"It's nothing serious, a day of rest will suffice."

Lord Lao Zi said, "But, Great Saint, you must advise her that haste in cultivation does not bring success; she must not rush her progress."

"Great Saint," a calm official approached and asked, "With Miss Ao Luan's illness, her position..."

"I will handle it myself."

Sun Wukong responded.

Soon, after Lord Lao Zi left, Sun Wukong took everyone out of the room, leaving only a few female fairies to attend to Ao Luan.

Then, he went to Ao Luan's Government Hall.

"Great King!"

The demons saw him and stood up to salute.

"Why are there so few people?"

Sun Wukong asked.

There were only ten demons in the Government Hall, but he remembered that back at Huaguo Mountain, Ao Luan was assisted by at least twenty demons.

"Great Saint, some have remained in Huaguo Mountain."

The demons answered.

Ao Luan had sufficient staff at Huaguo Mountain, but was short-staffed in Wanling City.

The affairs in Wanling City were much more demanding than those at Huaguo Mountain, and the reason Ao Luan suffered issues in her cultivation was due to lack of time to cultivate and her impatience.

After hearing the demons' explanation, Sun Wukong felt a strange emotion stirring.

"Why didn't she mention it to me?"

Sun Wukong felt Ao Luan was being too strong-willed.

He then looked towards a woman in the Government Hall, a veiled lady who sparked his curiosity—she was a human.

She was the girl whom he had saved with his magic years ago.

Seeing that she did not remove her face veil and that Sun Wukong still remembered her, the Princess was quite delighted: "I am following a Fairy to learn."

"She is the new disciple that the Great King recently took in."

A Palace Maid from the Jade Shrimp Palace added from the side.

This princess, living in the Chuanyin Hall, was originally taught some Daoist Skill and dance by Fairy Chang'e. Once, Ao Luan visited and, seeing her smartness and finding himself short-handed, took her as a disciple.

Naturally, as the future King of the Female Country, the Princess was also willing to follow Ao Luan to learn about governance.

"Six Palaces representing Heaven, Earth, Spring, Summer, Autumn, and Winter."

Sun Wukong replied.

Grandmaster instantly understood. Zhou dynasty had set up these six offices; many human nations used this system, known as the Six Ministries.

"So these Six Palaces are akin to the Six Ministries?"

Grandmaster inquired.

"Just a name," Sun Wukong replied, "There are significant differences in the division of responsibilities."

Now intrigued, the Grandmaster asked, "How should they be divided?"

Sun Wukong handed the Grandmaster a paper that outlined his initial thoughts.

After reading, the Grandmaster nodded, "Feasible, I should belong to the Spring Palace."

"The Grandmaster should be the head of the Spring Palace,"

Sun Wukong replied.

The Spring Palace, as the Ministry of Rites, oversaw education and moral teachings, its underneath Four Departments managed national ceremonies, education, and the civil service examinations, and there was no one more suitable to take charge than Master Puti.

The Grandmaster pondered, "Sounds good."

"Then is the head of the Summer Palace the Great Emperor Zhenwu?"

He looked towards Sun Wukong.

Sun Wukong smiled and nodded, "Of course, it's him."

The Summer Palace, akin to the Ministry of Justice, was responsible for maintaining social stability and managing judicial and penal matters.

Great Emperor Zhenwu was the unrivaled choice.
